Regulation is key to maintaining the fairness and integrity of horse racing in Ontario. Provincial and federal authorities cooperate to provide this oversight.

As mandated under the Horse Racing Licence Act, 2015, effective April 1, 2016, the Alcohol & Gaming Commission of Ontario (AGCO) assumed responsibility for the regulatory functions of horse racing in Ontario. This includes all of the licensing, officiating, investigations and inspections activities previously carried out by the Ontario Racing Commission.

Canadian Pari-Mutuel Agency

The Canadian Pari-Mutuel Agency (CPMA) is a special operating federal agency within Agriculture and Agri-Food Canada that regulates and supervises pari-mutuel betting in Canada on horse races, thereby ensuring that pari-mutuel betting is conducted in a way that is fair to the public.

The CPMA is also responsible for the national Equine Drug Control Program of collecting and analyzing post-race equine samples, such as blood or urine. TCO2 testing is also conducted under the parameters of the CPMA equine drug control program.
